The department affected are chassis, aerodynamics and motor (MGU-K).
Chassis: The chassis will be more small providing more overtakes and it will be more simplified consisting on less parts.
Aerodynamics: The aerodynamic of the new Formula 2 cars will provide less dirty air making following cars easier.
Motor: The part affected will be the MGU-K the FIA felt that some teams were profiting a lot of the energy of the MGU-K, and in consequence the will be limiting the use of this energy.
The FIA hopes that this changes will improve racing and make it fairer for all teams. And with this changes the performance of the teams will change drastically.
